What does it mean in plain English?

To keep a pet (including cats) resident must apply for a written permission from Winnals Park (WPHHRA Ltd). Cats roaming the gardens, noisy dogs (or parrots) or unattended dogs on landings or on estate can get permission to keep the pet revoked, and there is no appeal. To keep a pet without a permit is a breach of Lease.

There is a park just off Winnals Park ideal for dog walking - dogs must be on the leash.
